Fine tuning

Browse source 
- All feature config settings are now in two keycodes for encoder
- All key press toggles are now in one keycode
- added back the quote bracket tap holds
- Cleaned up keymap
- formatting
- updated other board keymaps for these
- removed trace of _CONFIG layer
